Sealed bids will be received by Community Unit School District #4, hereinafter known as the Owner, for the construction of Spoon River Valley School Roof Repair and Replacement.
Bids for “All Work” including roofing demolition, and new roofing work will be received by the Owner in the Library ofSpoon River High School, 35265 IL-97, London Mills, IL 61544 on Tuesday, May 25, 2021 at 2:30 p.m. local time.
There will be a Pre-Bid Meeting held for any interested Bidding Contractors at the following location and time:

The Bidding Contractor and any sub-contractors are required to pay the Prevailing Wage Rates as determined by the Illinois Department of Labor for Fulton county for all work per Illinois Law.
PREVAILING WAGE LAW: This Contract calls for the construction of a “public work,” within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. (“the Act”). The Act requires
contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current “prevailing rate of wages” (hourly cash wages plus amount for fringe benefits) in the county where the work is performed. The Department publishes the prevailing wage rates on its website at:http://www.state.il.us/agency/idol/rates/rates.HTM. The Department revises the prevailing wage rates and the contractor/subcontractor has an obligation to check the Department’s web site for revisions to prevailing
wage rates. For information regarding current prevailing wage rates, please refer to the Illinois Department of Labor’s website. All contractors and sub-contractors rendering services under this contract must comply with all requirements of the Act, including but not limited to, all wage, notice and record keeping duties.
The awarded Contractor is required to provide equal opportunity to all qualified business in the awarding of contracts and accordingly promote the utilization of diversified businesses to the maximum extent feasible in any contract issued against this solicitation to bid.
The bidder shall have a written sexual harassment policy in place in full compliance with Section 2-105 of the Illinois Human Rights Act.
Spoon River Valley CUSD #4 is exempt from paying sales tax.
A Performance and Payment Bond in the full amount of the contract will be required. A Bid Security of 5% of the Bid is required with the proposal.
Bids will be opened and read aloud to all parties.
Bids will be held good and may not be withdrawn for a period of thirty (30) calendar days from the date of receipt.
The Owner reserves the right to reject any or all Bids, to waive irregularities in the bidding procedure, or accept the Bid that in its opinion will serve its best interest. Any such decision shall be considered final. The Owner reserves the
right to set aside a Bid from a Contractor who, in the Owner’s opinion, does not exhibit past experience equal to the size and scope of this project.
Commencement of the work on the project shall be subject to the discretion of the Owner. The Owner reserves the right to waive any irregularities and to accept any or reject all bids when, in the opinion of the Owner, such action will serve the best interest of the Owner.

A limit of three (3) complete sets for the Bidding Contractors and one (1) complete sets for the Sub-contractors.
A deposit in the amount of $100 per set will be required. The deposit check shall be written in favor of the Owner (Dewberry) and given to City Blue Technologies upon receiving the prints, and will be refundable if sets are returned in usable condition within 30 days following receipt of bids.
